Dam safety legislation was incorporated into the Building Act published in 2004, and the associated regulations are being formulated and implemented.
The intention of the 2009 symposium is to draw together elements of the impacts of the regulations in the Act on the dam operating environment to an audience comprised of regulators, owners, service providers and other parties with interests in dams.
The keynote address by Mr Craig Hill, Manager Operational Policy and Regulatory Services in the Department of Building and Housing in Wellington, will present an overview of policy, issues and the path forward with the regulations. Papers following the keynote address will be presented by invited authors and cover:
- the balance and differences between the RMA and Building Act including for planning, building and operating dams,
- issues in the operating environment, including dam safety assurance programmes, emergency action plans, the role of recognised engineers and water storage in farm dam,
- recent events and current practice including Ruapehu management, trapping and hauling eels and an update on the NZSOLD dam safety guidelines.
