Advanced earthquake protection is being used for Wellington's Old Bank Arcade and Chambers (developed by Ipoh Ltd). It is the first privately funded venture to take advantage of the New Zealand developed base isolation technique. The base of the building is isolated from its main body by means of a spring mechanism on top of the concrete pillars situated in the basement. In an earthquake the springs absorb the impact. The Earthquake Risk Buildings Study Group of the New Zealand National Society for Earthquake Engineering has written a background paper to be read alongside the suggested changes to the Building Act Provisions produced by the Building Industry Authority. Copies are available from the BIA, phone 0800 242 243, or www.branz.org.nz/nznsee and select the draft BIA review document. Comment welcome, fax 0-4-471 2372 or drb@spencerholmes.co.nz _ on (a) do you support the thrust of the proposed BIA changes? (b) do you believe the engineering criteria proposed by the Society to be appropriate? (c) should the scope of the changes be extended to include the building grading system as proposed by the Society?
