New Zealand Engineering 1998 MarchCompany profile Works Civil Construction Ltd is the contractor behind a vast range of New Zealand's infrastructure maintenance and construction projects. Current contracts include maintenance of many local authority assets - including roading, sewerage, stormwater and water networks; parks and reserves; landfills; maintenance of state highways for Transit New Zealand; and many diverse and interesting projects. A small sample of the company's recent projects: • Earthworks and roading for the spectacular Otira Gorge viaduct • Site development for Tranz Rail's Middleton freight terminal and marshalling yard in Christchurch • Design and build rural roading near Wairoa • Kaikoura harbour development • Bridge construction on the North Island's East Coast • Rock face stabilisation in Queenstown • Stage A2 of the Albany to Puhoi motorway extension (in joint venture with Downer Construction). Works Civil Construction is the contracting organisation resulting from the 1988 corporatisation of the Ministry of Works and Development. Sold by the Government in September 1996, Works Civil Construction is now part of Downer Group Ltd. The company's philosophy is summarised in its mission statement: "We are in the business of building and maintaining roads and services so that: our customers prefer to use us, our employees want to continue to work with us and our owners want to continue to invest in us." Works operates as a local/national contractor. New Chief Executive, Graham Shaw, explains: "By this we mean that we have operational strength and resources throughout the country providing physical services and management. This local resource also provides the vital elements of local knowledge, community awareness and the local focus of our business. This structure is backed up by a central resource providing expertise in areas such as technical support, quality assurance management, research and development, and financial management." This means all customers receive the benefits a major organisation can provide, including: investment in service and product development; financial security; technical and professional support; resource support from other locations. To achieve strong operational management in local contracts, Works provides a high level of delegated responsibility to encourage accountability. This is supported by strong training programmes in both personal and technical development. Tailored training programmes also reinforce the company's emphasis on safety and health and quality assurance. All operational groups have achieved and maintain NZS 9002 accreditation. To foster best practice, working groups meet regularly to focus on key areas of the business. "Our preferred mode of service delivery is through partnering relationships with our customers," says Graham Shaw. "It is our belief that our customers' goals can best be achieved through cooperation to gain a clear and unambiguous understanding of their requirements. We want to effectively become a part of our customer's organisation." Works Civil Construction places great emphasis on clear and timely communication in the success of projects, and has developed sophisticated programmes and systems to handle the specific requirements of individual customers and contracts. The company is also committed to the development of the engineering profession as a whole. For several years, Works Civil Construction has sponsored the Young Engineer of the Year Award and annual conferences held by IPENZ, ALGENZ (Association of Local Government Engineers of New Zealand), and ACENZ (Association of Consulting Engineers New Zealand). This support reflects the company's emphasis on technical and personal development.
