In 1997, Beca Carter Hollings & Ferner (BCH&F) intensified its efforts to not only maintain but to extend its capability as a world class company by making a commitment to further developing its management capability at the job management level of the organisation.
"We wanted to develop the frontline management skills of our professional job managers. BCH&F job managers are all professionally qualified people with between two and 10 years experience and have the responsibility for managing project teams. In particular, we saw the opportunity to strengthen our team leadership skills and to focus on best practice at the service delivery level of the organisation." said Rod Barker, executive director, BCH&F.
"In the process of sourcing an appropriate development programme we set a number of criteria. The first was the opportunity to utilise the flexibility and cost effectiveness of distance learning combined with face-to-face facilitated sessions, and the second was the requirement to involve our trainers and executive directors in leading tutorial sessions in combination with a local tutor/facilitator provided by the provider.
"This approach is intended to encourage participants to keep up with their assessments and other programme related activities, to allow significant exposure to "Beca Practice" and to encourage interaction and dialogue between participants.
"After in-house presentations at Auckland and Wellington involving management and professional job managers at BCH&F we decided to go with the Certificate in Frontline Management provided by the Association of Professional Engineers, Scientists and Managers, Australia (APESMA). We were impressed with not only the relevancy and quality of the programme but also its flexibility in terms of both delivery and customisation to meet our requirements." said Mr Barker.
"We are very pleased to be involved in providing this key programme to BCH&F," said Jim Turcato, director, Program Development, APESMA. "The Certificate in Frontline Management is available in New Zealand in conjunction with the Institution of Professional Engineers, New Zealand (IPENZ) and follows the enormous success of the programme in Australia with leading corporations such as BHP, Thiess Contractors, Integral Energy, the Australian Submarine Corporation and the Defence Department. Enrolments in the program currently exceed 850 and we expect that this will grow significantly in 1998," said Mr Turcato.
"One of the more innovative features of the programme is its flexible participation. For corporate groups this flexibility also includes customised in-house delivery of the programme with the capacity to mix and match the level of face-to-face and distance education, delivery of the programme by either the enterprise's or the Association's trainer/ facilitator," said Mr Turcato.
The Certificate in Frontline Management is a competency based training programme and has been designed to meet the needs of the emerging role of frontline managers in New Zealand and Australia.
The programme aims to develop knowledge and skills which will lead to workplace competency in the following five streams:
• Creating best practice
• Managing people
• Managing financial and physical resources
• Managing information
• Options.
The programme is most relevant to current or potential frontline managers and provides participants with an opportunity to develop their frontline management skills, thereby improving individual career prospects and their contribution to organisational success.

Introduction to Pavement
Design Using Mechanistic Analysis
As part of its commitment to helping members with their continuing professional
development, IPENZ works with CPD providers to endorse and promote engineering
courses and seminars. IPENZ is currently working with the Institute of
Highway Technology with the aim of providing IPENZ endorsement of their
Introduction to Pavement Design Using Mechanistic Analysis course. We have
negotiated a free place for an IPENZ member to provide an evaluation of
the one day course being run either in Auckland on 21 April, or Christchurch
on 23 April. The evaluation will be published in New Zealand Engineering
to inform other IPENZ members about the quality of the course. The place
is offered on a `first come first served' basis. To register your interest

Give IPENZ a hand
IPENZ National Office in Wellington requires the services of some retired
or under-employed engineers. It has a number of initiatives which it would
like to advance but resources are limited. Most of the work involves doing
some research on issues relating to engineering in New Zealand. Regretfully
there is no pay for the services but the tasks will give the person the
chance to contribute to IPENZ as well as being able to enhance their CV.

Highlights from the Board
The following items were discussed at the IPENZ Board meetings in July,
September and October 1997. Rule changes With the December issue of New Zealand Engineering members will
have received notification about the proposed rule changes for discussion
at the AGM at Conference in February. In summary the rule changes are: Change 1. Employees who are also members, ineligible for election
to the Board. Change 2. Takes away the right for members in the associate
and student classes to the use of the IPENZ post-nominal. Change 3. Rule 9.2 (iii) Exemption from Subscriptions-Retired
People - subsequent deletion of Rule 2 (q) Definition of Age and modification
of Rule 9.2 (iii) so that each member who has paid annual subscriptions
for at least fifty years shall be exempt from further subscriptions. This
creates a new membership class called `life members'. Change 4. New Rule 10.7 (g) Preferential Voting Election for
President, Deputy President and Vice-President to prevent the possibility,
under "first past the post" electoral system, of a candidate winning who
has only minor support of the members. Proposed New Rule 10.7 (g) - Where there are more than two candidates
for a single position on the Board, the voting system used shall be a preferential
voting system. Life membership. In light of the above proposed rule change to
Rule 9.2(iii) the Board has agreed to continue its free subscription for
members with over 50 years' service. These members can then choose whether
they still wish to receive their copy of New Zealand Engineering. Professional Review Dinners. Dinners or similar were held in
each of the three interview centres during November to celebrate the passing
of the Professional Review during 1997. The Wellington event is featured
in the February issue of New Zealand Engineering. By all accounts
all three evenings were a success for the branches and the Institution. Massey degrees accredited. The Board approved the accreditation
of the BTech Food Engineering degree at Massey University and the continued
accreditation of the Environmental Engineering degree. Massey University
is currently undergoing some major restructuring changes that promise to
enhance the links already in place with industry. New Engineers Registration Act. A steering committee has been
formed to oversee the IPENZ policy regarding the proposed new Engineers
Registration Act. The group comprises IPENZ Board members, Peter Smith
and Matt Furness, and the Chief Executive, Warwick Bishop. Mutual Recognition Agreement. IPENZ has recently signed a mutual
recognition agreement with the Hong Kong Institution of Engineers (HKIE)
to give reciprocity to members of both IPENZ and HKIE.
ECNZ scholarships
Three scholarships were presented for attendance at the IPENZ Conference
in Auckland. Congratulations go to Justin Reid from Kingston Morrison in
Invercargill, Irene Ho from Opus International Consultants in Nelson, and
Gareth McKay from the Wellington office of Beca Carter Hollings & Ferner.
