NZS4404: 2010 Land Development and Subdivision 

Standards New Zealand has published the revised Land development and subdivision infrastructure NZS 4404:2010. The Standard provides local authorities, developers, and their professional advisors with criteria for design and construction of land development and subdivision infrastructure.

NZS 4404:2010 encourages sustainable development and modern design that emphasises liveability and environmental quality. The Standard is applicable to greenfield and infill development, and brownfield redevelopment projects. It also:

·         covers requirements for earthworks and geotechnical needs, roads, stormwater, wastewater, water supply, landscape, and network utility services

·         provides as much consistency as possible on land development and subdivision infrastructure while still allowing flexibility for local variations to suit local circumstances

·         can be used on its own or, together with local codes, as a means to comply with Resource Management Act 1991 consent conditions

·         incorporates up-to-date design principles such as low impact design (LID) solutions to stormwater management, and urban design principles that encourage more sustainable places, spaces, and networks in towns and cities.

Some of the key changes from NZS 4404:2004 are:

·         that road design needs to allow 'context' or 'place' to be given significant emphasis, and to require roads to achieve safe (slower) operating speeds

·         an emphasis on managing and treating stormwater 'before it gets into a pipe' and a requirement to consider climate change and potential sea level rise

·         grassed swales, natural or artificial waterways, ponds and wetlands, for example, may in certain circumstances be not only part of the stormwater system, but also be a preferred solution, especially if low impact on receiving waters downstream is critical

·         the sections on landscaping and reserves have been combined and significantly rewritten

·         the section on utility services (section 8) has also been significantly amended in accordance with the latest network authorities' codes

The learning outcomes are linked to the Competency Standards 2, 3, 4, and 11 for professional engineers, engineering technologists and engineering technicians.

Mark has been a Director of Traffic Design Group Ltd since 2002, and is responsible for the Waikato and Bay of Plenty regions. He was appointed by IPENZ as its representative on the committee to review and publish NZS 4404:2010 Land Development and Subdivision Infrastructure. He holds a postgraduate Certificate of Proficiency in Transportation Planning and a Postgraduate Diploma in Business Management from the University of Auckland.

Mark is a member of the Institute of Transportation Engineers (ITE America) and is the Chair of the Waikato/Bay of Plenty Branch of the IPENZ Transportation Group. He is also a Director of the New Zealand Trips Database Bureau and is IPENZ’s appointed representative to the Hamilton City Urban Design Panel. Mark has 19 years’ experience as a practising Traffic and Transportation Engineer and 23 years’ engineering experience. He has worked as a Local Authority Engineer in drainage, survey and transport disciplines and is currently a Traffic Engineering Consultant. As a consultant, he has been engaged on many multi-disciplinary projects to advise on regional, central and suburban traffic and roading issues covering strategy, policy, safety, management and planning matters of many kinds.

John Palmer BE, MIPENZ

John was appointed by Water New Zealand as its representative on the committee to review and publish NZS 4404:2010 Land Development and Subdivision Infrastructure.

John is a Member of the Tauranga Branch Committee of IPENZ, and is the Chair of the 2010 Water New Zealand Stormwater Conference Committee. He has over 30 years’ experience in local authority engineering in land development, roading, solid waste and stormwater management. He has provided expert evidence to Council hearings and the Environment Court. John was formerly the Stormwater Asset Manager for Tauranga City Council and is currently working as a Stormwater Management Consultant.
