Making sense of the RMA?
To achieve effective and robust outcomes for your communities, councils and clients it is important that you have a good working knowledge of the requirements and processes of the RMA. This one-day course has been designed to give you a practical understanding of how this legislation works in practice, to provide you with some insights and tools in dealing with the RMA in your day-to-day work.
Learning Outcomes The course includes presentations, case studies and lessons learnt, along with plenty of opportunities for interacting and sharing knowledge and experiences. The objective is that by the end of the course participants will have: • a greater appreciation of how and when the RMA may affect your projects and what to do when this happens • an understanding of the key requirements and processes of the RMA • an understanding of the changes made to the RMA as a result of the 2005 - Amendments and of recent case law And will know: • how to stay within your boundaries and not get out of your depth when dealing with the RMA • how resource consent applications and AEEs should be prepared and what expertise is required • how to conduct yourself at hearings, what to do and what not to do as an expert witness • how councilors and independent commissioners may test your expertise at hearings
This course aligns with elements 2, 9 and 11 of the Competence Standard for professional engineers, engineering technicians and engineering technologists.
Facilitators: Paula Hunter and Stephen Quinn
• Paula Hunter Paula Hunter (BA, Dip TP, FNZPI) is principal planner with MWH NZ Ltd. Global and has specialist expertise in planning and environmental law with particular focus on the Resource Management Act 1991. Paula provides advice to clients in the public and private sectors, including major infrastructure and utility providers, land developers, central and local government and industry. She has developed skills in managing major infrastructure projects through the RMA process. These include overall project management, involving management of large multi-disciplinary teams. She develops consent strategies and defensible audits, and undertakes consultation to ensure the successful obtaining of consents and approvals. Paula is a Fellow and former President of the New Zealand Planning Institute, and a recipient of the Institute's Distinguished Service Award. She currently trains RMA decision-makers for the Ministry for the Environment and Local Government New Zealand.
• Stephen Quinn Stephen Quinn is a Partner who has been working in the Wellington office of DLA Phillips Fox since 1993. He has experience in many aspects of commercial litigation but more particularly in resource management, environmental law and building law. He acts for a number of local authorities; he has acted for Telecom New Zealand Limited and Telecom Mobile Limited on a number of hearings and for Solid Energy New Zealand Ltd on the West Coast Coal Terminal application for resource consents. Stephen is a responsible for all applications to Court on behalf of the New Zealand Fire Service to close buildings lacking evacuation schemes and acted for Exide on the air discharge permits for their battery recycling plant.
